Proposed in Kowloon.
As regards the second point, I may state, as it has been suggested that the Hospital and other sites in the occupation of the War Department on this side might be sold & the proceeds applied to building at Kowloon, that H.M. Government have already decided that it is not competent for the military authorities to sell property which may no longer be required for military purposes.
Land which has been reserved for either of the Services, when no longer required by those Services, must be given back to the Colony to be dealt with in the same manner as the Crown Lands generally for the benefit of the Colonial Revenue.
